There’s 2 steps for make whole chrome pages to black background.
1. Enable ‘Force Dark Mode for Web Contents’
Go to ‘chrome://flags’ for setting it.
Image below shows the way to set force dark mode.
Then you can see pages changed like below. Changed to black theme except for website bars.

2. Apply dark themes in chrome web store.
Go to https://chrome.google.com/webstore/
From here you can search many dark themes. I chose ‘just black’ theme
